About this section
2F sets out what must be in place for research, evaluation, learning and outcome reporting from delivery of the Restitute Model.
It covers anonymised data access, formal evaluation participation, Lamplight data quality, client consent, post-exit contact, learning loops, model review, publication controls and outcome reporting.
Site quality, complaints, feedback, serious incidents and corrective action sit in 2E. Wider client or alumni involvement in events, fundraising, media or public involvement sits in 2G.
2F.1 Evaluation responsibilities
- Every site using the Restitute Model and Lamplight must have arrangements to keep evaluation data complete and allow access to anonymised Lamplight data for research, evaluation and model learning.
- Delivery Sites must keep Lamplight data complete and up to date because this data underpins research, evaluation, outcome reporting and model learning.
- Formal pilot sites must make staff available for research and evaluation interviews where this is part of the agreed evaluation design.
- Sites that are part of an agreed evaluation must support the evaluation process where client participation is included in the design. Client participation must be voluntary.
- Research and evaluation requirements must be included in the delivery agreement, licence or relevant evaluation schedule where they apply.
2F.2 Data available for evaluation
- The site must have arrangements for keeping agreed Lamplight data complete and available for evaluation.
- Delivery Sites are only required to provide data that is accessible through Lamplight unless a separate evaluation arrangement says otherwise.
- Sites must keep assessment data, referral data, waiting-list data, case records and outcome information complete and up to date where these are part of the agreed Lamplight recording requirements.
- Anonymised data may be used for research, evaluation, model learning, outcome monitoring and reporting in line with the agreed data arrangement.
2F.3 Client consent and contact after exit
- The site must have arrangements for recording and checking client consent for research, interviews, long-term follow-up and post-exit contact.
- Client participation in research, interviews, long-term follow-up or additional evaluation activities must be optional and separate from receiving support.
- Former clients must only be contacted for long-term assessments, additional research activity or in-person activities where the relevant ‘contact after exit’ consent has been recorded.
- Lamplight includes a ‘contact after exit’ section. This must be used to record whether the client has consented to receive assessments for the long-term research project, to be contacted for additional research activities such as interviews or participation, and to be contacted for in-person activities such as training or events.
- Consent for in-person activities such as training or events is governed by 2G.
- The ‘contact after exit’ section must be checked and updated at exit before any post-support contact is made.
- Former-client contact for long-term follow-up or research should be made by the Restitute Core Team, unless a different arrangement has been agreed in writing as part of the evaluation design.
2F.4 Learning, benchmarking and model development
- The site must have arrangements that allow evaluation learning to feed into model review and development.
- Delivery Sites must agree that evaluation may compare local delivery with Restitute Core Team delivery as the benchmark for model consistency, delivery quality, recording, supervision, practical support, assessment practice, outcomes and transferability.
- Learning from evaluation must feed into model review and version control.
- Evaluation learning should be used to identify what supports safe transfer, where Delivery Sites need additional support, and whether any part of the model needs clarification.
- Evaluation must not be used to pressure clients into participation or to present unsupported claims about impact.
2F.5 Outcome reporting and publication controls
- The site must have outcome reporting and publication controls in place before local reporting, publicity, funding applications or public materials use Restitute Model evidence or outcome claims.
- Outcome claims about the Restitute Model must be issued or approved by the Restitute Core Team before they are used in local reporting, publicity, funding applications or public materials.
- Delivery Sites may publish local evaluation findings only with agreement from the Restitute Core Team.
- External publication of research or evaluation findings must be reviewed for accuracy, anonymity, consent, data protection, safeguarding, model consistency and appropriate use of Restitute Model wording.
- Reports, case material, quotes, outcome claims and public learning must not identify clients or families unless there is specific informed consent and appropriate sign-off.
- Outcome and impact claims must distinguish between evaluated evidence, routine service data, practice evidence, lived-experience evidence and developing evidence. Reporting must state the relevant period, sample or data source and any material limitations so that evidence is not overstated.
